Policies and Procedures are not Answers...
When you have an answer, it's best to keep it to yourself...
I was once told, by a friend, that they approached their boss with an answer to an issue. It was the fix for a problem. At which point the boss said, “we don’t fixed problems but provide procedures.” Note, the former eliminates a need while the later maintains the need for an answer.
The constant growth of Advisory Committees in the Oregon transportation framework brings serious question to whether answers are wanted or merely more policies and procedures. Not only do the topics get blurred but the interest of the public gets watered down to a concoction of palatable Kool-Aid.
Meanwhile, the Hall Blvd. bridge, over Hwy 217, is gone. This section of road will be closed for 9 months as ODOT builds a new bridge. This, to be, wider for bikes and walking while narrower for vehicles.

Article 1 - In the Reason Foundation article the answer they provide, for transportation funding, takes away the need for tolling… and jobs.
Article 2 - This “OR 217 Auxiliary Lanes Project” slide deck points to the on-going changes to Hwy 217. Note that the 2nd slide clearly shows a reduction to congestion by the adding auxiliary lanes.
