Diversion is not limited to the local streets. My example follows.

An 18 wheel truck has to use I-5 to go from California to Washington. There are only two ways to go through Portland. The driver has to commit to a route before I-205 intersects with I-5.

I-5 is 27 miles and I-205 is 37 miles.

There is no easy route to change freeways.

If the driver diverts from I-205 to

I-5 because of a toll on I-205

(Abernethy Bridge) this action affects the entire 27 mile distance

on I-5. This whole area has to be considered when Diversion Traffic is analyzed. This has not been done. The very first toll on one freeway changes the traffic patterns on this entire corridor and the alternate roads. Big Trucks pay big tolls. Probably five?? times car rate ($2.25). After 76 months another unanswered question from ODOT.

That is 37 miles plus 27 miles, that is about 64 miles through a densely populated region. This has NOT been completed.

The Environmental Assessment must be COMPLETE on both freeways and everything in all of these close communities . This also has not been done. ODOT wants to design the entire toll system and spend our tax money (101 million was the last allotment) and continue full speed ahead construction on this never been attempted type of toll system. ODOT brags about this. This half baked contraption of tolling, needs to canceled, not just paused.

FYI our American economy depends on trucks. At least I know this and appreciate the Trucking Industry. Many people do not.
